Allow JiHu CI jobs to fail unconditionally

What does this MR do and why?

Previously JiHu CI jobs would only be allowed to fail if feature flag files were changed. Since JiHu hasn't updated their mirror in over a week, these jobs no longer pass. To avoid failing our pipelines, let's just allow these jobs to fail unconditionally.
