Refactor SecurityOrchestrationPolicies::CiConfigurationService

What does this MR do and why?

This refactors the CiConfigurationService to several more specific classes, so we can extend the logic for custom scans without adding too much complexity to a single class.

It shouldn't change the backend logic or user facing behavior.
