Rename primary cell and secondary cell

What

  1. Change Primary Cell to Authoritative Cell
  2. Change Secondary Cell to Cell

Why

Primary and Secondary is usually a term used when we have replication and failover in a distributed system. There is no failover here, and it's a source of confusion for someone starting to look at cells. The term Primary/Secondary is also used in GitLab Geo so we are using the same name for two different things.
