Allow only top level groups for ApprovalGroupRules

What does this MR do and why?

ApprovalGroupRules should only be available for top-level groups. This MR adds that validation to the ApprovalGroupRules model.

The Group Approval Rules feature is still in development behind the approval_group_rules feature flag.
