Disallow MergeWhenChecksStrategy when MergeTrains enabled

What does this MR do and why?
When we have MergeTrains enabled, these should be used in favour of the MergeWhenChecksPass strategy.
Currently this is not the case, and the MergeWhenChecksPass is used when MergeTrain should be.
The quick solution here is to not make the MergeWhenChecksPass strategy available when merge trains are enabled.
