What does this MR do and why?

This MR updates the upgrades section of the GitLab Dedicated subscriptions documentation. This MR adjusts the major version in the examples from 16 to 15. These are just examples so this is a cosmetic change. It does make the GitLab Dedicated docs look more up-to-date.
