Reposition CI/CD Catalog resource setting in general settings view

What does this MR do and why?

Moved the CI/CD Catalog resource toggle section to below the 3 checkboxes in general setting view

How to set up and validate locally

  1. Visit a gitlab project
  2. Visit the General section under Settings in the left side panel
  3. Expand the Visibility, project features, permissions section
  4. Go down to the CI/CD Catalog resource section
  5. It should be below the 3 checkboxes (Enable email notifications, Show default emoji reactions, Warn about Potentially Unwanted Characters)
