Add notes for troubleshooting 'unknown' license
What does this MR do and why?
This MR adds a Troubleshooting section focused on understanding why licenses appears as unknown for dependencies. The Secure Support Pod has seen a number of tickets on this topic. This MR consolidates what we have learned from those tickets into the docs. The goal is to deflect tickets about this topic and to make it easier for Support Engineers to troubleshoot these tickets.
