Quarantine Geo Secondary::ShardWorker test for now

What does this MR do?

This MR quanrantine's Geo::RepositoryVerification::Secondary::ShardWorker#perform resource loading handles multiple batches of projects needing verification as it has failed in past, but sometimes passes.
