Add FK from p_ci_builds to ci_stages & sync validations

What does this MR do and why?

Now that the FKs have been created for p_ci_builds's partitions (see here), we can add the FK to the routing table too.

Along with the above change, synchronous validations for the FKs in p_ci_builds's partitions are introduced to for self-managed instances.
