Add prepend in UserSettings::ProfilesController

What does this MR do and why?

JH need patch UserSettings::ProfilesController because we need override logic, you can find detail in JH MR https://jihulab.com/gitlab-cn/gitlab/-/merge_requests/2305.

PS: link https://jihulab.com/gitlab-cn/gitlab/-/blob/main-jh/jh/app/controllers/jh/user_settings/profiles_controller.rb will be available after JH MR merge, which require this MR merge first.
