Validation errors in application settings, such as Geo panel, shows wrong panel

What does this MR do?

When a validation error occurs for a particular settings panel, we now show the submitted panel again with the proper error. Previously we would go back to the main settings panel.

This is for EE specific panels, a follow on to gitlab-foss!25434 (merged)
