Add logs search url to observability configuration
What does this MR do and why?
Add logs search URL to observability configuration. This configuration was missing and has unfortunately landed in Prod. Affected features are only Monitor > Tracing & Monitor > Metrics, which are Beta and Experimental features, respectively.
