What does this MR do?

EE port of Remove now unused KubernetesService methods

Moves the KubernetesService EE concern to be a normal EE mixin for Clusters::Platforms::Kubernetes since this is the only remaining include.

Reinstates missing pod filtering tests for Kubernetes#rollout_status
