Remove test from quarantine
This mr updates the existing view merge request test that was quarantined before (gitlab-org/quality/staging#55 (closed)). It updates not just the test that is working since the bug that was causing it was fixed, but also the merge request resource to use API creation. For this purpose it uses the available source and target attribute and populates them before using the api.
