Resolve "Notifications for CI Minutes quota limit approaching"
What does this MR do?
Notifies owners of Group/Personal account when the CI minutes quota is reaching their usage limit. Apart from the email notification we also show a banner on the Project detail page and the Pipelines list page.
If the owner was notified, we don't send a new email notification at least a new notification level is reached.
