Ensure exempted entries in sharding key spec are sharding keys

What does this MR do and why?

Adds extra test coverage to make sure that entries in allowed_to_be_missing_not_null and allowed_to_be_missing_foreign_key point to actual sharding keys. This way we can prevent items being added that aren't required for the tests to pass.
