Backport !142896 into 16.8 stable branch

What does this MR do and why?

Backport of !142896 (merged) to fix a broken migration and unlock self-managed to upgrade to %16.8.

Some self-managed instances end up with missing FKs and invalid data making it impossible to upgrade.
