What does this MR do and why?

When working on a ticket, we realized that mirror updates were not working and no errors were leading us to the cause. Until the customer remembered they had enabled Silent Mode. This is mentioned in the prerequisites for mirroring section but a good add in troubleshooting as it's one of the places searched first.
