Add: Create missing CI_COMMIT_TAG_ variables
For dogfooding during releases, and consistency with CI_COMMIT_ variables, we should have the same variables for tags.

The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
