Deprecate Terraform CI/CD templates and add temporary OpenTofu template

What does this MR do and why?

Temporarily add OpenTofu CI/CD templates

Those CI/CD templates will be removed as soon as CI/CD components are available to self-managed customers.

It also deprecates the Terraform CI/CD templates.
