What does this MR do and why?

• The changes in !140009 (merged) made the column package_name_pattern_ilike_query obsolete => this is why we are dropping the column
• Given the GitLab guide, this is the first MR necessary for dropping a column.
• In this MR, we actually drop / remove the column 'package_name_pattern_ilike_query' in table 'packages_protection_rule'
• Changes as part of the work on protected packages
• This MR needs to wait for Protected packages: Align logic for protection ... (!140009 - merged)
• This MR needs to wait for Protected packages: Drop col 'package_name_patt... (!142299 - merged)
• This MR needs to be released in %16.10
