Fix documentation for timestamp variables

What does this MR do and why?

The CI_JOB_STARTED_AT/CI_PIPELINE_CREATED_AT variables introduced in !54989 (merged) are formatted as per ISO 8601, but not necessarily as UTC.

This MR makes tries to make that clearer.
