Improve Cookie Preferences button on mobile

What does this MR do and why?

On mobile devices, the Cookie Preferences button in the footer of

  • /users/sign_in
  • /-/trial_registrations/new (only on SaaS)

expanded vertically the whole container. With the changes in this MR, the button maintains a normal height.

How to set up and validate locally

  1. On a incognito tab go to either:
  • /users/sign_in
  • /-/trial_registrations/new (SaaS emulation needed)
  1. Check the Cookie Preferences button when the viewport is narrow.
