Refactor database dictionary

What does this MR do and why?

This MR does a bit of refactoring around the code concerning database dictionaries.

The general idea is:

  • a dictionary is composed of multiple dictionary entries
  • we can have public methods on the dictionary object itself that iterates over it's entries internally to give us the result. (Instead of the caller iterating over the entries, which is what we do now)
