Clarify Geo prereqs regarding Gitlab version

What does this MR do and why?

This MR updates the Requirements for running Geo section to make it clear that the note quoted below means that the same major, minor and patch version must be used:

All sites must run the same GitLab version.

From conversations on Slack and in a Confidential issue we understand:

  • Major, minor and patch versions should match
  • There are scenarios where it may not be strictly necessary to match all the way down to the patch version but we can not make guarantees and we do not test for this.
