Add GroupBy Filter to Metrics Query Builder
What does this MR do and why?
Adds GroupBy Filter to Metrics Query Builder. This covers the UI component only and it's not currently hooked up to any API.
needs Add metrics query builder to metrics details UI (!141483 - merged) to be merged first
Mock up ( this MR implements the component marked as 2)
