Quarantine security training spec
What does this MR do and why?
This backports !141645 (merged) to 16-7-stable-ee.
The link to Kontra training doesn't appear to be showing anymore, most
likely because the hard-coded token no longer works. We need to
quarantine this to ensure the reference architecture tests (RAT)
don't delay the release.
