What does this MR do and why?

This MR deletes skip_refresh_project_policies feature flag which is no longer used as [Feature flag] Rollout of `add_policy_approvers... (#434385 - closed) overrides and removes the worker completely. The feature flag was introduced temporarily to mitigate an incident gitlab-com/gl-infra/production#17282 (closed)
