Add documentation for SBT packages

What does this MR do and why?

Recently we closed Support artifacts upload from SBT (#408479 - closed) as we made sure we can safely support uploading artifacts using sbt.

In this MR, we add more documentation on how to build an sbt project and how to publish it to the package registry.
