Create Routing Table for ci_pipeline_variables

What does this MR do and why?

This is the final MR which introduces the routing table p_ci_pipeline_variables.

  • We added an exclusion of the table from the Cells initiative as it will be tackled in a later issue
  • Explicitly specified the correct sequence to use for the Ids
