Draft: Final cleanup of list nesting and whitespace
What does this MR do?
As explained in the related issue, I've been cleaning up list indentation and whitespace use. This is the last collection of fixes, as I tweaked my regex and found these final areas that could be cleaned up. This MR is too big and needs to be split up.
