Update nio4r gem to v2.7.0
What does this MR do and why?
nio4r gem is used for IO in ActionCable. 2.7.0 fixes a number of issues and fixes building the native gem with clang 16+ (https://github.com/socketry/nio4r/issues/290): https://my.diffend.io/gems/nio4r/2.5.4/2.7.0
