Upgrade note - Geo checksum mismatch issue

What does this MR do?

Some customers have reported issues with checksum mismatch between primary and secondary sites affecting a subset of their projects. This manifests itself as a verification failure. The earliest report is from GitLab 16.4.

This MR adds the details to the version-specific upgrading instructions page to highlight the issue to customers upgrading to impacted versions.
