Update reference merge request pipeline for clone-gitlab-repo

Interestingly, the critical job changed from compile-test-assets to setup-test-env. They're relatively closer now, and could be swapping places given this. At any rate, clone-gitlab-repo is much faster than both so it should not become the bottleneck.
