Add SMTP info for GitLab Dedicated

What does this MR do and why?

In order to address #428938 (closed), this MR adds information about SMTP for GitLab Dedicated. It notes that AWS SES is used and that the connection that's established to the service is encrypted.

I assembled this MR with @ahergenhan during gitlab-com/support/support-pairing#11672.
