Draft: Update internal tracking doc

What does this MR do and why?

While working on !137564 (03bfd07f) I realised there recently were changes to the way we want to implement the internal tracking, hence the doc update MR.

I am not 100% sure we want to delete the old way of tracking so I am hoping to discuss this in this MR so we can have the most up to date docs.
