Clean up tables in API docs

What does this MR do?

After a few automated cleanup projects (see related MRs), I noticed the big tables in the projects API page got a little out of alignment. The row order was also a little off (not perfectly alphabetical), likely due to people just inserting new rows into the tables at random locations.

This MR auto-aligns the columns and auto-sorts the rows (keeping required parameters at the top of the tables) in the projects API page, as well as devopsverify API related pages.
