Change runner usage CSV export to be expressed by Date

What does this MR do and why?

This MR change the functionality to do a CSV export of runner usage so that the time window is expressed by Date instead of a DateTime (since the underlying materialized view is aggregating daily). See #435690 (closed) for details.
