Remove Beta Label from Personal Preferences Code Suggestions Toggle

What does this MR do and why?

Because we're rolling out the removal of personal preferences code suggestions toggle incrementally We should also remove the beta label from the personal preferences CS toggle. Previously we expected that this wouldn't be necessary since we were planning to remove the toggle altogether
