Introduce verified_ca commit signature verification status
What does this MR do and why?
Introduces verified_ca commit signature verification status. It will be used for tracking the commits that were signed with a certificate and that certificate has been issued by a CA that can be successfully associated with a group: Show verification badge for commits signed by a... (!140066 - merged)
