What does this MR do and why?

Related to #429556 (closed). Proof-of-concept for migrating a total count metric to internal events by adding the legacy key in both metric and event definitions. This might sound redundant, but these values are static and adding extra logic to find this might not be worth it. Might be superseded by the idea of an alias-list right before making Redis calls.
