Refactor top of project import page
What does this MR do?
Refactor the import index page to make sure:
- It's clear what features are supported, and which we provide information for but aren't supported.
- That if the source is GitLab data, that it's known that direct transfer is the best method. The file export method is now relegated to a supported import method among many import methods.
While here, move some content off the page and adjust information architecture.
