What does this MR do and why?

Makes ai_features always available. The checks in place where preventing users from seeing the option. This essentially reverts !131873 (merged)

How to set up and validate locally

  1. Navigate to User > Preferences > Access Tokens > New Token. ai_features should be available as an option
