Resolve "Move downloads into overflow menu on Branches view"

What does this MR do and why?

Move the downloads options into the overflow menu to reduce the number of elements for a branch row.

This aligns with the work we are doing in the project overview to move the download links into the Code menu !137256 (merged).

  • Added a data-testid attribute for future analytics purposes
