Use plural form for packages & registries settings alerts

What does this MR do and why?
This MR removes "magic number" usage from code by always using plural form of message in "Packages and registries" setting alerts
How to set up and validate locally
- Go to Group settings -> Packages and registries
- Update any setting -> Save changes
Alert "Settings saved successfully" should appear
