Removed the `duo_chat_beta` feature flag
What does this MR do and why?
The MR removes the duo_chat_beta feature flag, which was temporarily used to mark Duo Chat as beta exactly on the launch date (November 16th). The flag has been enabled globally in all environments on November 16th and there's no need for it now.

How to set up and validate locally
- Open the Duo Chat from "Help" meny in the left-hand navigation
- Make sure the badge in the chat's header says "Beta" and the popover, when clicking the button says "Beta" as well. It also should link to Beta documentation.
