What does this MR do and why?

This MR upgrades the sidekiq-cron gem to v1.10.1.

Diff: https://github.com/sidekiq-cron/sidekiq-cron/compare/v1.8.0...v1.11.0

Issue: gitlab-com/gl-infra/scalability#2564 (comment 1668752890). This reduces the amount of diffs going into the next attempt of the sidekiq 7 upgrade MR.
