Create the feature flag self_managed_code_suggestions in support of https://gitlab.com/groups/gitlab-org/-/epics/11996. First usage of the feature flag will be in https://gitlab.com/gitlab-org/gitlab/-/issues/432411.

How to set up and validate locally

CI pipeline should continue to pass, and feature flag should be available locally through Unleash.enabled?(:self_managed_code_suggestions).
