What does this MR do and why?

This MR regenerates TODOs to silence warnings like:

!135806 (merged) added these silenced warnings because 💚 https://gitlab.com/gitlab-org/gitlab/-/jobs/5586930222 did not fail but only silenced warnings. I am investigating now why that happened.
